Like a slightly more exotically located Manchester, Seattle has winters that are cool rather than cold, and winters that are warm rather than hot. Because of the amount of cloud and fog that Seattle is "blessed" with, they only get around 55 days of sunshine every year. Consequently, there is no weather based peak season for visiting Seattle, and many of the attractions such as the nightlife and the local Rocky Mountain scenery tends to attract people pretty much year round.
